Answer A: Meaningful hovertext for voting area
The tooltip value is what appears to be the post's score (see here for the relevant code), which in the case you are showing appears to be 0.5 internally. If you have any feature requests, they can be passed onto the developers via GitHub, where these issues are typically tracked.

Answer A: Can't open hamburger menu on this Meta when signed out
This issue has been resolved by adjusting the dismissal logic for the user first visit notice, which was blocking the hamburger menu from working properly. The changes referred to in this answer have been already deployed and are live.
