Thanks for the bug report. With Participate but not Participate Everywhere, you should not be able to vote on arbitrary posts. You should be able to both vote and comment on answers to your own questions. The idea is that even if a new user isn't yet trusted to do everything, you should certainly be able to interact with people who are trying to help you with your questions.
We don't do pseudo-votes here; if it looks like a vote it should act like a vote. So no, this is definitely not intentional.
