flagging as duplicate without any details shouldn't be allowed

I was reading [the question](https://meta.codidact.com/posts/278655). I was trying to check to flagging as duplicate again. When I tried to flag as duplicate with no details, I got the message `Thanks! A moderator will review your flag.`

That maybe a problem. It have to be fixed. Otherwise lot of people will troll with it. `Eventually if codidact becomes big people can "troll" by closing question with themselves as the target` As a comment is saying in [this post](https://meta.codidact.com/posts/278661#answer-278661). It won't completely like trolling. But, **moderator will feel annoying to review flags like that.**
