Why at least 1 tag?
When saving a question, there must be at least 1 tag. Is this necessary? Should this be adjustable per community?
Should tagging be the responsibility of the original author, or the responsibility of the community? If someone has a question but they don't find any existing tags that seem to fit, or they are not sure how best to categorise it, should they be able to post their question without tags, and let the community decide how to tag it?

If we allowed no tags, we'd never (±20%) get tags. I know I wouldn't bother.
