updating to address edits to the question
  • I strongly agree with almost all of this -- in particular, being able to add a new answer after a question has been deleted doesn't make sense.
  • I think the author should be able to edit a deleted post toward the goal of getting it undeleted. We don't want people to just create new ones, particularly answers (where the dead bodies of deleted answers pile up for people who can see them). And if we allow the author to edit, we should probably allow edits from people who are able to edit directly. It might not make sense to support suggested edits, as relatively few people would see and be able to review them.
