I think this is "by-design" and the behaviour is good as is. 

Currently user can see that there is a pending edit to a post so they cannot suggest another option. And, actually, it is good: 

Some other QA communities allow multiply edits, so history of a Q contains lots of similar changes from different members. That's annoying: _If I knew that someone already proposed a good edit I'd not waste my time on fixing Q_. Happily. Codidact doesn't have such problem.

Nonintuitive. I'd ask: _Why I'm unable to edit the Q_? Clear message is better.
