Edit comment dialog does not have character count [closed]

When I add a comment, the character count is displayed below the text box:

Comment text: Hi, count: 2 chars

However, when I edit it, there is no character count visible:

Comment text: Hi, no count displayed

It still seems to check for the character limit(500 chars), but the count is not displayed.
