Ability pages 404 when logged out unless they're for a specific user ("?for=" in the URL)
Okay this is a weird one. I just found this bug when asking [this question](https://meta.codidact.com/posts/281909). It turns out that if you try to open an ability page (e.g. https://meta.codidact.com/abilities/unrestricted) when you're logged out, you get a 404! Unless it's for a specific user. Like say https://meta.codidact.com/abilities/unrestricted?for=54007 for us. It'd be nice to let logged-out people view the ability pages without having to put in an account ID – kinda hard if you don't have an account yourself.
