Bootstrapping. Our communities are still small, so after we rolled out the abilities system we decided to put all our communities in "new community" mode, which lets everyone start with Participate Everywhere. Moderators can suspend a specific ability for a user if it's being misused, either for a specific time period or until the ability is properly earned. We probably should have been clearer about this, sorry! We'll work with each community to decide when it wants to remove this start-up boost.
