As the moderator who reviewed your flag said, downvoting is not necessarily voting fraud. Anyone is free to use their downvotes as they see fit; it's only when someone starts voting on the _person_ not on the _content_ that it becomes voting fraud. If you have something to indicate that voting fraud may be occurring, please let us know - if that's via flags, make sure you include the details of _why_ you think there is voting fraud going on; likewise, if you use the contact form, include the details there. There's no hard number for "this is voting fraud". It's not the case that 4 votes is fine but 5 is fraud. When we investigate these, we're looking for patterns of voting that don't seem to be "normal". There's no way to say whether a specific case is fraud or not without investigating it; that's why we need details if you think there's something going on. Lastly, it's worth pointing out that one or two downvotes on a post here and there is almost certainly _not_ voting fraud. People downvote posts for all sorts of reasons, which is fine, and it's reasonable to expect that not all your posts will be received positively by everyone. A downvote here and there - no problem. If you think there's a pattern of malicious votes going on, then please let us know.
