Disagreeing with that for two reasons:

First of all, the same argument as for posts applies that title should be written after the body because it is intended as a kind of summary and you can't summarize something that hasn't been written yet. The idea of the title is to give users a quick overview about the topic of the thread aa definee by the first post. It's more like an "abstract" for a scientific paper than the title of an essay. 

Second point is that the comment thread title is optional; therefore it should be deprioritized in comparison to the main body which is obligatory.

Therefore the body should be first IMO.
