Adaptive rate limit [duplicate]

It is good if users are engaged, but a single engaged user can take over whole communities with their posts.

To get a better mix, I propose a rate limit which prevents users with mostly negativly received posts to post more questions than all other remembers of the community combined. They shouldn't be able to post multiple questions in a row and instead have to wait for other community members to post before they can post again.
