Move featured links to the "inactive" section once their end date has passed

When featuring links on the sidebar, moderators have the option of setting a start and end date for when that link will be featured. This works properly; once the stated date is past, that link will no longer show up as featured in the sidebar.

However, it does still show up in the "active" section of the featured links listed in the mod tools:

Old events on Photography & Video past their end date being shown as "active" in the "Featured Links" for the current community

While this is rather minor, it would be much more intuitive and less clutter if once the end date is past and the featured link is no longer displayed, if the status is automatically changed to "inactive" and the link moved to the "inactive" tab.
