We improved this a while ago but the bug didn't get closed so I didn't come update here, sorry.

The counts are still totals across all relevant categories, because filtering for the current category would be too hard.  We changed the text at the top from "tags for $category" to "tags used in $category", and later we added the "badges" (labels) in the post listings for individual tags, so you can see at a glance which category a post is in.  For a shared tag set, we hope that seeing, for example, both "Q&A" and "Code Reviews" will communicate that the count applies to everything.
