## Expected behaviour for different users
My expectation is the same as in the question when a user is unable to see deleted posts.

Sometimes a user **can** see a deleted post (such as when the user is a moderator, has the Curate ability, or is the author of the deleted post). I would expect the Table of Contents to show when the number of visible answers is sufficient, which means some users may see the TOC and others may not (depending on how many answers are visible to each user).
