Spinners don't spin for nested details tags

Which produces:

When I click to expand the outer details section, the chevron spins from pointing right to downward, as expected, and the header for the inner section appears. The inner section is still collapsed, but its chevron points downward, as if the section should be expanded. Clicking the header for the inner section toggles visibility of that section, but the chevron does not change orientation, let alone animate.
