Add an entry for the "Participate" ability to the help center
Currently, the help center has [a list of user abilities](https://meta.codidact.com/help/abilities), with sub-pages for each of the entries, to elaborate on them. The help center should also have an entry for "Participate", the first ability rewarded upon sign-up, to better explain exactly what plain new users have access to.
