Thanks for the report. The approval failed because the edit added a moderator-only tag -- `default-rules` on Code Golf, like the `status-*` tags, can only be added by moderators. But they can be *suggested* by anyone, which we should probably revisit to avoid situations like this. I know there's been past discussion of this, and I'll look into it (but probably won't be able to for a few days). In the meantime, if you (anyone) receive a suggested edit that you can't approve because of system restrictions, please flag the post to alert moderators. Moderators and admins can approve those edits, and I've just approved the edit on your post.
