How do I suggest edits to tags? [duplicate]

The Edit Tags ability says
How do I earn this ability?
To earn this ability, you need to have roughly a 97.5% approval rate for suggested edits to either the detailed tag wiki or the usage guidance for tags, with a hard minimum of 76 approved suggested edits (these numbers may vary from site to site).
But I don't see any place to suggest those edits to the "detailed tag wiki" or to the "usage guidance."
I've tried clicking on a tag, where I can see them both…
This tag doesn't have any usage information yet.
This tag doesn't have a detailed wiki yet.
But I don't see any way to suggest edits. I've also tried looking at the list-of-tags page, but the only links I've found there are to the tag page I already tried.
Is tag edit suggestion hidden somewhere, or is the ability locked behind a Catch-22?
