The Policy and Legal sections in the Help Center are policies set by the providers of the network -- in this case, the Codidact Foundation. The Qpixel repository includes "stubs" for these pages for other networks to populate -- we have a code of conduct and other networks probably do too, but they're not going to be the same. If you visit another network using the Qpixel software, it will have different text there and perhaps different entries. A university, for example, might add a specific topic about penalties for cheating on homework.

The Codidact Foundation is incorporated in the UK and has a board of directors. Ultimately, the board is legally responsible for activity on this network and sets policies accordingly. We believe that transparency, accountability, and collaboration are critical, and we do as much as possible in public, hand in hand with our community. We try to keep our policies as lightweight as possible.

Everything else in the Help Center can be modified by individual communities, and other policies like scope, close reasons, additional rules for answers, and so on are decided by the communities, typically through discussions in their Meta categories.
