Guidance when hovering over upvote and downvote buttons

When hovering over the upvote and downvote counts next to a post, the score of the post is displayed, which is helpful:

However, the score is also displayed when hovering over the upvote and downvote buttons, which seems less helpful:

Would it be more helpful to display a message specific to the upvote button when hovering over it, and similarly for the downvote button?

## Tailored messages
Initially this could just be a standard message for the upvote button, and a similar one for the downvote button. This would already be an improvement.

Later it could be customisable by each community, as the buttons may benefit from different explanations in different contexts. Some communities may want different messages on Meta than on the other categories. Some communities may want different messages for questions than for answers.
