It has a link to the other answer, but instead of scrolling up to it, the browser loads the same page over again, but with a new URL, inserting that into the tab history.
I'd like to see the same for comments, but that's currently not possible, because comments threads have their own pages. If that changes, we can revisit this with a new feature request or "bug report" for that.
