We now have a couple anti-spam measures in place:

- In user profiles, when the user has not yet earned Participate Everywhere, we do not render links to anonymous viewers.  Logged-in users still see them, but there's no public propagation.

- For posts, if there are active spam flags, we do something similar: don't render the links for anonymous viewers; do show them to logged-in users (important for curating) and add a "be careful with links" post notice.

This allows new users to include unobjectionable links from day 1 while intercepting links even from non-new users who are spamming.  For *profile* links you might still be restricted initially, but links to support *answers* are rendered unless flagged.
