Standard options for comment flagging

As pointed out in a comment on a post about comment flagging, currently comment flags only allow entering a free text message, not selecting an option such as spam or abusive.

Please could we have a list of standard radio buttons like when flagging a post? I'd still like to see the free text field for any additional details.

This would mean comments that are obviously spam, abusive, or outdated wouldn't need a message, just selecting a radio button.
