Incorrect disabling of Create thread button during typing a title
When starting a new comment thread, the "Create thread" button is enabled whenever I type or remove a character in the "Your comment" field, but disabled whenever I type or remove a character in the "Comment thread title" field.

Where this happens
- This happens when attempting to add a comment thread below either a question or an answer.
- This affects most posts even if I am the author of the post or its parent post.
- This happens on more than 1 community.
- This happens on communities where I have the Participate Everywhere ability, and where I do not.
- This happens on both Firefox and Chromium on Fedora Linux. I haven't tested beyond these.
I have not narrowed down the exact circumstances under which this happens. I found an example where this happens which is prevented if the form is also open under an answer by another user.
Specifically, the problem does not affect the new comment thread form below this answer by another user, and interacting with that new comment thread form prevents the problem from affecting other new comment thread forms on the same page that are open at the same time. Opening multiple forms without opening one on that answer does not prevent the problem. For example, if I open the form below my question and one of my answers, they both still have the problem. Only the linked answer prevents the problem, and it prevents it on all other new comment thread forms on the same page, whether they are already open, or opened after it.
Workarounds
Either of the following allow posting a new comment thread:
- Post the new comment thread without a title, allowing the system to automatically use the beginning of the comment as the thread title.
- Add a title as usual, and then add an extra character in the "Your comment" field, and then delete that character, leaving the "Create thread" button enabled.
