I don't know what you mean by "question captions", so I looked at the question titles in the screenshot you posted. The darkest pixels (that weren't blended with the background) of the blue text are RBG (.17, .50, .74). That should provide plenty of contrast with the white background. This text is easily visible in my browser when looking at your screen shot. The problem is therefore some setting on your end. Check the "monitor" color adjustment settings, or maybe some color or contrast settings in your browser. One way to distinguish between browser and system settings is to look at your screen shot with an image app, not the browser. If it looks the same as in the browser, then it must be a system setting.
