You should be able to both vote and comment only on answers to your own questions. The idea is that even if a new user isn't yet trusted to do everything, you should certainly be able to interact with people who are trying to help you with your questions.
We don't do pseudo-votes here; if it looks like a vote it should act like a vote. So no, this is definitely not intentional.

- Update 2026-08-07: We have pushed a fix to restrict voting in this case. You'll get a message about needing Participate Everywhere now, instead of being able to cast the vote.
