Answer A: Should we render double hyphen as an em dash?
For the reasons you already alluded to, rendering `--` as em-dash by default is dangerous, see discussions on a Similarly Engineered site. Question Are the [post] and [posts] tags synonyms?
I noticed that here on Meta, there is both a `post` tag (2 questions[^1], no usage guidelines) and a `posts` tag (43 questions, with usage guidelines). The questions tagged `post` look like the would well fit into the `posts` tag, so I would recommend merging these two, or adding usage guidelines to ...

Answer A: Creating tags is much easier than adding description
Although I have just created my first new tag as a fairly new user and thus profited from the current liberal approach, I would propose to raise the bar for creating a tag to the same threshold as for editing tag metadata (which might be somewhat lowered in return, but that is a different discussion)...
