This question has been addressed elsewhere. See: Allow users to select their own default license per site and category, possibly per post type

During creation of a post, you are presented with a license option: The license option during post creation

It has two options; site default, and category default. Are these configurable by the user, and if they aren't: can they be? It would be nice to not have to change the license every time to the ones I want.

It's not an exact duplicate, but (a) I'm almost certain this isn't user-configurable at present, (b) the "site default" and "category default" can be changed by an administrator, but that applies to all users; and (c) I'm closing this as a duplicate of my post where I suggest adding such a user preference, in order to keep all relevant discussion in one place.
