Make navigation bar optionally fixed at the top

I think that it would be better to give the users the option to fix the navigation bar at the top, just like in Stack Overflow.

If a user receives a notification, and at that time they are busy reading or writing an answer, they would be able to see it immediately without the need to scroll up to the top of the page every now and then to check their inbox.

Please don't (or at least make it optional)! It is really a pain to use SO on a small laptop screen, because the top bar takes away valuable screen estate, and given the voting on https://meta.stackexchange.com/q/368973/237989 I'm certainly not the only one who dislikes fixed top bars. Notifications on Q&A sites are seldom time critical, seeing it with a couple of minutes delay won't hurt and gives the user time to read or write a post in peace.

I'd agree with @samcarter here. I'd be on board with making it optionally sticky, but definitely not having it be just sticky.

Edited the post to make it optional. You guys are right. It's better to give the users as much freedom as possible. (ps. consider upvoting).
