Mod-warning a user results in suspension, even when "No" is selected for suspension
When I try to send a moderator warning to a user with no suspension, the user gets suspended.

Here's what I get after I click the "Warn (or suspend) User" button, indicating that the user is now suspended:

This has been completed. The system will now make sure to do what you ask it to do not what it assumes to be correct.
Also, we added a tool to lift suspensions early, in case the suspension was errorneous.
