Add the ability to customize suspended user profile blurb

There are currently only two choices available to add a "user is suspended" header on a profile. The two reasons are "for being rude" and "to cool down." Sometimes neither of these may be accurate. Can we add an option to add a custom reason?

We don't have a custom reason yet, but there is now a third option: no public reason. This means you don't have to give a wrong reason, even if you can't customize a right reason.
