Community-promoted network posts have arrived

We've had a number of requests for a "Hot Network Questions"-like feature, promoting good content from around the network. That's more complex than it sounds on the surface, because there's no easy automatic way to determine what "good content" looks like, especially when all our communities are different.

So, from today, anyone with the Curate ability can use a new tool to nominate a post for promotion. This will add the post to a list of posts to be promoted around the network. Every once in a while, you'll see one of our community ads in the sidebar that has one of these promoted questions in it. If there aren't any posts to promote, it'll pick a community to promote instead.

(To be clear: these are called "community ads", but all they're advertising is good stuff from around the network — we're not going to try to sell you Best Essay Writing Services In Your Area.)

This is still an early iteration of this feature, so we expect there to be requests for improvements or tweaks to it — post them here!

A community should have the ability to reject a specific ad. This can be very useful in case the ad offends its sensibilities. An example might be an ad on Christianity for a Judaism question that calls Christians "idolators".

I don't think this will come up often and thus don't think this feature should be a big priority, but it'd be nice to have.
