Add a way to change the flag reasons for a community

In the mod tools, we can change the close reasons. This is helpful when a community possibly needs more or less than normal.

However, there isn't a way to change the flags, which means that we might close reasons that don't have a relevant flag to them. Of course, the "other" flag exists, but it would be better to be able to keep parity between the two.
