Questions titles don't have a limited number of characters

While questions body have a limit of 30000 characters, questions titles don't have a limited number of characters.

For example, I tried up to 200 character in title and it worked.

My proposal is to add a limit for questions title.

Update:

Looks like there is a limit of 1000 characters, so my proposal now is to decrease the limit.

Limit of question title is 250 characters. It was tested here. More than 250 characters return 500 error. You can see the database also.
