When you try to upload a profile photo with more than 2 MB, it will result in 413 request (Entity Too Large): I don't think this is a friendly error, a more friendly would be:

No. You only lose reputation points (-2) when someone downvote your answer or question but downvoting someone else's question or answer doesn't cost you reputation points.
