Allow deletion by comment thread owner of comment threads when only comments from the comment thread owner remain

Allow deletion of comment threads when only comments from user starting the comment thread remain
I realize that there's a handful of trickier cases, for example anything involving multiple users, but this particular case should be relatively straight-forward. **I propose that** if the only undeleted comments in a comment thread are owned by the user who started the comment thread, then the user who started the comment thread should be able to delete the comment thread entirely, instead of just deleting their comments within it thus leaving the thread title in place as a blank stub.
