Clearer community proposals transition for skim readers

During the transition from having a Site Proposals category on Meta to having a separate Codidact Proposals community, there is a message at the top of the Site Proposals category with a link to the introductory Meta post on Codidact Proposals:

However, for a user who doesn't read this message and immediately clicks on the "Propose Community" button, a red error message is displayed which doesn't make clear why the user lacks permission to post here:

This makes it sound like "You are not welcome to make proposals" rather than "Your proposal needs to be in the new home of proposals".

To avoid giving people the impression they can no longer make proposals, could the button link to the same introductory Meta post on Codidact Proposals that the description text of the Site Proposals category links to?

Good point. Ideally that button just wouldn't be there at all if posting isn't allowed, but we never planned for that case. I don't know what it would take to either remove it or cause it to link to the new site, but one thing I can do right now is change its text. I've just changed the button text to "Don't post here (use new site)", which I hope is enough of a hint to steer the person to the text about the new site. I welcome suggestions for better text that fits reasonably in a button; this is pretty long for a phone.
