Can we have the ability to create tags without being linked to a question?
As the title says.
Rationale: I'm in the process of giving tags on EE.CD some structure and I feel that sometimes a group of tags could be usefully grouped under a parent which doesn't exist yet.
This would force me to add a spurious, more general tag, to an already posted question and then use that tag as a parent while editing other tags descriptions.
This is cumbersome and error-prone and could add clutter to questions: if I want to group cats
and dogs
under animals
and this latter doesn't exist, I must add animals
to a question which, for example, asks how to feed baby-cats even if the post has nothing to do with animals in general.
Moreover, this could induce (new) users to add more general tags to their questions even if the tag usage says that this is not what those general tags are for.
I suggest to add the possibility, for people having the edit tags
ability, to create new tags. Maybe a new button create new tag
on the tags
page.

Users with the Edit Tags ability now can create tags directly using the "New" button on the Tags page:
The Edit Tags ability cannot currently be earned naturally through the abilities system because of some other technical debt we need to fix, but moderators can manually grant this ability to community members (and have done so on EE).
