did some testing

  • A user who has not participated in the thread or post is not pinged. You'll see the user name in red after you post the comment, and a tooltip explains that the user was not pinged.

  • Yes, if they are all eligible per the previous answer. (I've just verified this on a dev server.)

I *think* the answer is no.  I've pinged you in a new thread on a post I don't think you're following; please let me know if you got it.
