Favorite tags are highlighted on one community but not another

Here on Meta, if I edit my preferences to set a favorite tag, the tag is highlighted in yellow like this:

However, on Proposals, it's not working. Here's the setting (I picked a tag at random to test), and a question in Incubator Q&A that uses that tag (also tested in Descriptions there):

I don't know if this is a code bug or something wrong in the configuration of one community, so I'm asking here before filing a bug on GitHub.

I turned off TamperMonkey and Stylus to avoid any possible interference from userscripts and CSS overrides (though I also don't know why those would behave differently on different communities on the same network).
