Discovering the daily limit on posting
A new user who has not yet gained the Participate Everywhere ability is restricted to a certain number of posts per day. Is the value of this daily limit listed publicly?
If not, should it be?
If it is, should it be made easier to find?

I think we should make this and other rate limits easier to find.
Rate limits are configurable per community, so we can't just edit the help and ability pages. In some cases (like the limit on comments), an ability page wouldn't be the obvious place to look anyway. What would be a good way to expose these limits in the UI? Where would people naturally look for this information?
I'm talking about providing the information in general, which is what your question asks about. We should also alert people when they're getting close to these limits (related), but here I'm focusing on the more general "what are the limits?" question rather than "where am I with respect to those limits?".
For reference, the default rate limits (rolling 24-hour window) for posts are:
With Participate (only):
- 3 top-level posts (questions, articles, wiki posts)
- 10 second-level posts (answers)
- 3 suggested edits
With Participate Everywhere:
- 20 top-level posts
- 30 second-level posts
- 20 suggested edits
Some communities have adjusted some of these limits (which is why static text like this answer is not a full solution).
It's been a long time since these defaults were set and they might not be where some of our communities want them. We can adjust for any community -- as with any configuration change, raise it on the community's meta and if there's a consensus, we'll adjust.
