Categories should support a "closed by default" question setting

I propose that a category should be possible to set such that questions are closed by default (with a specific, selectable close reason that applies to all questions posted to that category) immediately when they are posted.

One major use case for this would be something like a question sandbox, where questions can be posted and refined as questions, and once they have been, they can be moved to where they actually belong and opened for answers.

Historically and in Some Other places, this has been done by having a specific Meta question where proposed questions are posted as answers, which then need to be copied manually to the main Q&A area once they have been refined. Having a feature like this would improve the workflow and, among other things, allow preserving the edit history of the question.

I don't understand what the point of such a post type would be - if the plan is to move them into a different category, why is an article post type insufficient?

I was just discussing the sandbox case with someone. We talked about ask-refine-move, but moving the post would bring all its comments too, which would have to be deleted (but still get in the way for people who can see deleted comments), and there was a feeling that sometimes having the conversation still available (in the sandbox) would be useful. We decided to use the article post type; the author has to cut/paste the markdown, and the sandbox post can be kept if desired (deleted later?).

@Mithrandir24601 Not a post type; a category setting. The post type that would be most useful for this would most likely be Question for the foreseeable future. @MonicaCellio Technically yes, I suppose using Articles could accomplish much the same thing, but I'm not sure it's really an advantage to have to create a brand new post. If you talked about it and came to the opposite conclusion, maybe post a synopsis of that discussion as an answer to this feature request to allow for voting?
