What is the "tools" button for? Is it meant to do anything?

I was just looking at one answer of mine, and I noticed a "tools" button with a spanner next to it. When I tried clicking it, however, nothing seems to happen. I've looked through the abilities page, and found only one thing that may be the answer:

See certain pending flags, lock and unlock posts temporarily, and vote to delete and undelete posts

Perhaps since my answer has no pending flags, the button does nothing. But in any case, why would a post author be allowed to handle flags on their own post? Post owners can easily just decline such flags, and they are biased when looking at their own post.

For now, I've marked this as support, but if it's a bug I'll edit it.

tl;dr, even though you don't have the permission to use the tools, the button is still displayed

Hmm. You should not see the Tools menu if you don't have any of the relevant abilities (i.e. if you can't do anything on that menu). I saw a change go in in this part of the code today (not live yet), so possibly this has already been noticed and fixed -- will check.
