What is the "tools" button for? Is it meant to do anything?

I was just looking at one answer of mine, and I noticed a "tools" button with a spanner next to it. When I tried clicking it, however, nothing seems to happen. I've looked through the abilities page, and found only one thing that may be the answer:

See certain pending flags, lock and unlock posts temporarily, and vote to delete and undelete posts

Perhaps since my answer has no pending flags, the button does nothing. But in any case, why would a post author be allowed to handle flags on their own post? Post owners can easily just decline such flags, and they are biased when looking at their own post.

For now, I've marked this as support, but if it's a bug I'll edit it.

Thanks for the report. We're already aware of the bug and I've already written a fix; it'll be deployed soon.

What happened? We have two functions to check for your abilities around a post check_your_privilege and check_your_post_privilege. The latter will also allow you to do something, if you are the author of the post on which it is supposed to happen.

When I updated the post button bar for the Abilities update, I thought it'd be a good idea to use just one if-branch for the "Delete", "Tools" and "Pending Flags" actions. However, I forgot that while "Delete" should also be available to the author regardless of Abilities, the others shouldn't.

This has been fixed, pending deploy. No Codidactyls were harmed.
