Voting fraud on posts

In the reference, Monica had said

If you suspect voting fraud, please flag or use the "contact us" link. Moderators can't see who voted on what (even I can't), but there are people on the team who can look at the data. We also limit the number of votes a new user can cast.

Hence, I had flagged a question for admin review. Then, an admin had replied

Downvotes on posts do not require moderator attention unless there is targeted voting. People are free to use their votes how they want, including downvoting posts that you don't think should be downvoted.

I have 2 questions.

  1. Why flag reviewer had replied that? Suppose, I am going to voting fraud. Today, I am going to downvote a post tomorrow I will do another. Everyday, I can downvote one or two post. Hence, that's not counted as serial voting. So, we always take a look at posts. Which post I had flagged that wasn't totally bad. Even, without that the UI wasn't looking good. (Note: That's not my post[1])
  2. How many post down-voting remark as serialized voting? (I think the phrase didn't match. So, I would request someone else's suggestion cause, I don't have any idea what it should be)

  1. I am writing it cause, some people (most of people) might say the owner always say that there post isn't bad. ↩︎

As the moderator who reviewed your flag said, downvoting is not necessarily voting fraud. Anyone is free to use their downvotes as they see fit; it's only when someone starts voting on the person not on the content that it becomes voting fraud. If you have something to indicate that voting fraud may be occurring, please let us know - if that's via flags, make sure you include the details of why you think there is voting fraud going on; likewise, if you use the contact form, include the details there.

There's no hard number for "this is voting fraud". It's not the case that 4 votes is fine but 5 is fraud. When we investigate these, we're looking for patterns of voting that don't seem to be "normal". There's no way to say whether a specific case is fraud or not without investigating it; that's why we need details if you think there's something going on.

Lastly, it's worth pointing out that one or two downvotes on a post here and there is almost certainly not voting fraud. People downvote posts for all sorts of reasons, which is fine, and it's reasonable to expect that not all your posts will be received positively by everyone. A downvote here and there - no problem. If you think there's a pattern of malicious votes going on, then please let us know.

Is it OK to downvote on bad post serially?

In date 20, someone had vote serially. I believe those are "bad content". It Was serial voting. But, i am not sure if that's a single person. I am not requesting for review(i don’t care of downvote). But, this question is for future viewer
