Add an entry for the "Participate" ability to the help center

Currently, the help center has a list of user abilities, with sub-pages for each of the entries, to elaborate on them. The help center should also have an entry for "Participate", the first ability rewarded upon sign-up, to better explain exactly what plain new users have access to.

Done. I've also fixed several typos while I was at it, as well as some general rewording for clarity.

I've also added a section to that doc about why some users may earn the "Participate Everywhere" Ability immediately upon joining the community. As far as I'm aware, all communities except for Electrical Engineering are in "new site mode", and so that section appears across the network.

I went to remove that section from the EE help center, because it's not relevant there, but I ran into an issue where "User Abilities" isn't a long enough title for the system. Now, apparently the "push to network" button overrides that "title too short" issue, so this is only an issue when editing that document on a single site. I've renamed that doc "User Abilities (privileges)" on EE for the moment to get around the issue.

You should also update this to say why it was awarded. It's where I imagine most users would go first, and there's no trace of "new site" there.

Also, it's unclear if the "participate everywhere" ability is lost for users that don't fulfill the standard requirements once a site leaves the "new site" mode.
