Deleted post hidden from everyone in the question list

When a user deletes a question they posted, it shows with a notice which includes the following wording:

The author of this post decided to delete it. It can only be seen by users with the Curate privilege.

I had expected that this would show up in the question list to users with the Curate ability, and to moderators and admins, in addition to showing up for the author of the post. However, none of these see the deleted post in the question list. To view the deleted post, they have to search for it - it does show up in search results.

Is this intended behaviour? I would expect this to be confusing for an author who has deleted their post with the intention of making improvements ready to undelete later. I also imagined that moderators and admins would want to see deleted posts in the question list, rather than only when they search for them, so activity is not hidden from them. How do current moderators and admins feel about this? What should users with the Curate ability see?

Moderators can see a list of all deleted posts (most recent first). This is one of the links in the "Moderator Tools" section that mods (and admins) see in the sidebar:

(There is a second link, "Admin Tools", in this list for those with admin access.)

Curators can see deleted posts, if only they had a link -- and moderators have that link. I propose that we rework this section slightly:

  • Change the widget's heading from "Moderator Tools" to something like "Moderation Tools" or "Curation Tools" or just "Tools". We need a name that is meaningful to the people who can see it (curators, moderators, admins); the section is otherwise hidden.

  • Initially: for curators, add a link here to the Recent Deletions page, the same page that moderators see. Yes, for moderators this is a little redundant, but that's ok (and it boosts the visibility).

  • Future: curators can also see certain flags, so we should also give them a link to a (filtered) flags page here. This gives us a place to put it.

For the curious: there are 9 items on the page of Moderator Tools and 13 on the page of Admin Tools, which is why those are separate pages with links in the sidebar. Curators won't have that many so we can list those links directly and not make them click through an almost-stub page. As the tools get richer we can rearrange the UI as needed.
