Do not close the notification menu when a notification's item is opened in another tab

Currently, acting on a notification's item closes the notification menu, which makes it impossible to open all notifications in new tabs without having to reopen the notification menu.

The only way to open the item without having the menu closed, is to right-click on the link to bring up the context menu, and choose to open it in another tab. That however, means the notification does not get marked as read, thus requiring even more steps. Holding down CTRL or CMD when clicking on it (which the browser interprets as opening in a new tab), does mark it as read, but also leads to closure of the menu.

I disagree. If the menu were left open, then it would be annoying and get in the way. It's trivial to click on the inbox icon again if/when you want the notifications menu again.

But then there's no way to open all the notifications quickly

Sure there is. A single click on the in-tray icon is all it takes.

Yes let's fix this

I would definitely like to see the notifications panel stay open after a ctrl+click (or cmd+click on MacOS). This is standard browser functionality which should not result in an unexpected change to the page. Its purpose is to allow uninterrupted continued reading of the current tab.

Workarounds

The functionality that you want is already available, it just doesn't work for ctrl+click (or cmd+click on MacOS). I'd like to see this fixed, but in the meantime you can use any of the following methods instead:

Middle click

If you have a mouse with a scroll wheel, it may also function as a middle button. Pressing the middle button will open a link in a new background tab, leaving the notification panel open.

Right click

The context menu that opens when you right click on a link should have an option for opening in a new tab. This will also leave the notification panel open.

On a touch pad, you may be able to use a 2 finger tap in place of a right click.

Keyboard context menu button

Between the space bar and the right ctrl button you may have a context menu button which has a similar effect to a right click, but at the active element. With the notifications panel open, you can use the tab button to switch the active element, and then the keyboard context menu button to open in a new tab, leaving the notification panel open.

The inbox page

At the top of the notifications panel is a link to See all your notifications. From here you will be able to use ctrl+click without losing the list of notifications.
