Reacting without signing in error

When you try to vote and are not logged in, you get an error popup with a 403 like this:

However, when you click "react" under a post without being logged in, it seems to error silently instead - no such error message appears. I think having the error message would be helpful as a reminder in that case as well (so that it doesn't seem like the site is broken).

The "react" control is now not shown if a user is not logged in. Vote buttons still are; they provide context for the score and, further, voting buttons are widespread on the Internet and people are used to them not working if not signed in, so this should not be surprising here.

Related: also maybe blank out the "works for me" option in case you react to your own posts. I can see why someone would want to set some of their own old posts as outdated though.

Even better, don't show the vote triangles or the "react" link if you're not logged in. Then there is no issue of an error message.
